EDITORIAL POLICY

Quality and integrity in legal scholarship

Jurnal Perspektif Hukum & Konstitusi is committed to academic quality, legal research integrity, transparency, and independent editorial decision-making. Manuscripts are subject to editorial screening and peer review before a final publication decision is made.

REVIEW MODEL

Double-Blind Peer Review

The journal applies a double-blind peer-review model, under which authors and reviewers do not know each other’s identities during review. The journal should ensure that identifying information is removed from the review manuscript and that reviewer confidentiality is maintained.

01

Initial Editorial Screening

The Editorial Office or an assigned Editor assesses each submission for:

  • relevance to the journal’s aims and scope;
  • originality and contribution to legal scholarship;
  • clarity of legal issues and research questions;
  • adequacy of legal sources and methodology;
  • quality of analysis and writing;
  • compliance with author guidelines;
  • citation accuracy; and
  • potential ethical or publication concerns.

Submissions outside the scope or below minimum academic standards may be declined without external review.

02

External Peer Review

Manuscripts passing screening are normally sent to at least two independent reviewers with relevant expertise in legal studies, constitutional law, legislation, judicial decisions, or the manuscript’s specific subject.

Additional review may be requested when recommendations conflict or specialist expertise is required.

03

Review Criteria

Reviewers consider the following criteria:

Originality and Scholarly Contribution

Originality and contribution to legal scholarship.

Legal Problem and Significance

Clarity and significance of the legal problem.

Legal Sources

Accuracy and currency of legislation, judicial decisions, doctrine, and other primary sources.

Research Methodology

Appropriateness of the research method, including normative, empirical, comparative, historical, or socio-legal approaches.

Legal Reasoning and Scholarship

Strength of legal reasoning and analysis, and engagement with relevant scholarship.

Conclusions and Recommendations

Clarity of conclusions and recommendations.

04

Reviewer Responsibilities

Reviewers must:

  • provide objective, constructive, and reasoned comments;
  • maintain manuscript confidentiality;
  • disclose conflicts of interest;
  • identify relevant omitted sources where appropriate;
  • report suspected plagiarism, fabricated sources, or other misconduct; and
  • complete reviews within the agreed timeframe.
05

Editorial Decision

The Editor considers reviewer reports and the manuscript’s scholarly merit. Reviewer recommendations are advisory; the final decision rests with the Editor-in-Chief or authorized Editor.

03

Major Revisions/Resubmit for Review

04

Reject

Revision or resubmission does not guarantee acceptance.
06

Revision Process

Authors must submit a revised manuscript and a point-by-point response explaining how each comment has been addressed.

If an author disagrees with a comment, a reasoned academic explanation may be provided.

Revisions must be returned within the stated deadline unless an extension is approved.

07

Review Timeline

The journal aims to process submissions efficiently while preserving review quality.

Processing time may vary depending on reviewer availability, the complexity of legal issues, the need for additional review, and the timeliness of author revisions.

The journal should publish a realistic average or target timeline only after confirming its internal practice.

08

Confidentiality and Conflicts of Interest

Manuscripts and review reports are confidential. Editors and reviewers must not use unpublished information for personal or professional advantage.

Anyone with an actual, potential, or perceived conflict must disclose it and, where necessary, withdraw from the process.

09

Editorial Independence

Decisions are based on academic quality, originality, relevance, legal reasoning, methodological soundness, and ethical compliance.

Fees, institutional affiliation, nationality, personal relationships, political pressure, or commercial interests must not determine editorial outcomes.

10

Editorial Commitment

The journal will apply review procedures consistently and fairly, protect confidentiality, and preserve the integrity of legal scholarship.
