Digital Twin–Driven Climate Resilience and Sustainable Urban Infrastructure: A Comparative Scientific Systems Analysis of Singapore and the Netherlands

Rapid urbanization, climate change, and digital transformation have increased the importance of resilient infrastructure systems capable of adapting to environmental uncertainty and socio-economic pressures. Among emerging technological approaches, digital twin systems have attracted growing attention as integrative platforms capable of combining real-time data, predictive analytics, simulation modeling, and infrastructure management. This study investigates how digital twin technologies contribute to climate resilience and sustainable urban development through a comparative analysis of Singapore and the Netherlands. Both cases represent globally recognized leaders in climate adaptation, smart infrastructure, and technological innovation, yet they differ substantially in governance structures, spatial conditions, and institutional approaches to sustainability transitions. Drawing upon comparative socio-technical systems theory, sustainability science, and innovation governance frameworks, the study synthesizes evidence from OECD, World Bank, United Nations, European Commission, and national policy sources, complemented by contemporary scholarly literature. The findings indicate that digital twins function not merely as technological tools but as governance infrastructures facilitating evidence-based decision-making, adaptive planning, and multi-stakeholder coordination. Singapore demonstrates strengths in centralized implementation and integrated urban governance, while the Netherlands emphasizes collaborative water governance and participatory adaptation planning. The comparison reveals that successful digital twin deployment depends on interoperability, institutional coordination, data governance, and sustainability-oriented innovation ecosystems. This article contributes a conceptual model linking scientific knowledge production, digital infrastructure integration, adaptive governance, climate resilience, and sustainable urban transformation. The findings provide theoretical and policy insights relevant to cities seeking to integrate emerging technologies into long-term sustainability and resilience strategies.
